I certainly hope this is a temporary thing and it will be available again. I have always had my Work/Quest map that comes up by clicking the M button movable, could change the opacity but have never been able to re-size it and I always accessed those options thru clicking the top margin of the map - until Legion. I wonder if your instructions are when using an add-on? My Interface does not have an "Objectives" option. Then, simply right click it and it should have two options, Lock Window & Change Opacity. Interface > Objectives > Movable World Map.
Yup, and I also found out what you need to do to access the feature. As posted above right clicking only lets me change the opacity - not unlock the window. Could you test that in game though because it does not appear that way for me. I believe if you right click the top bar on the map, you are given the option to unlock + move the smaller map around (the "small" large map, not the tiny shift-M map).
